The citrix online plugin v11 was, forcing citrix admins to migrate to configure a program neighbourhood agent site, or a web interface. While this was a good move, this might make simple troubleshooting a bit harder. Therefore citrix created the Citrix Quick launch. Citrix Quick Launch can connect to a server over ICA, or to a published application. You can even create a.ICA file with it.
Edit: Citrix has updated Citrix Quick launch. Please note that you do need to have the citrix online plugin installed AND if you’re using Windows 7, you might need to copy and register TabCtl32.ocx from a Windows XP/2003 box.

The Citrix Online Plug-in v11.0 is the last version to use Program Neighborhood and it no longer installs Program Neighborhood by default Version 11.1 no longer includes Program Neighborhood at all. While Program Neighborhood will still be supported in both of those versions, customers are encouraged to begin planning to adopt a newer client version or migrate to Citrix Receiver. Since the v11.2 online plug-in release, Program Neighborhood will no longer be supported. Citrix Quick Launch has been written to offer some features of Program Neighborhood for users of the recent Citrix Online Plug-in releases. While it will also work with older releases, its purpose is to be used in conjunction with Citrix Online Plug-in version 11.0 and later. This tool offers a simplified and easy interface to connect to any XenApp server or its published applications over the ICA protocol.
